Governments are usually made up of separate institutions with different functions, duties, and responsibilities. These are called branches of government, and the way in which they’re distributed varies from country to country.

Most governments have a constitution or other set of principles that govern them. These generally guarantee certain basic rights to citizens, such as freedom of expression and religion, equality of all persons, a fair trial and a fair and impartial judiciary, limited government power, and a bill of rights that limits the powers of elected and appointed officials.

The word “government” comes from the Latin verb gubernare, meaning to steer a ship or an organization. Consequently, the main function of any government is to direct an organized community. It can do this at various levels, from the country level to the city, state or village level. The level of government that’s best for a particular country depends on its needs and the resources it has available. Governments can be effective at these levels if they’re well-organized, efficient, and transparent. This is called good governance.
